The Coordination between the Long-term Care Service and Health Service

Abstract
Elders usually have different needs caused by increase of vulnerability, weakening of physical and mental function, and having more than one of the chronic diseases. For meeting the various and complicated their needs, providing the medical care service and long-term care service are required professionalisms. It is not easy to have a liaison between the medical and social care area. Rather, many researchers often do not differentiate between the two concepts or used vaguely. Therefore, we will conceptualize the definition of the health care and long-term care, and then investigate how the current diseases and long-term care are guaranteed within the social security system in Korea. Finally, we will seek to establish Long-term Care Insurance for the elderly and suggest the effective linkage with National Health Insurance and long-term care insurance through the discussions. First, it is important to have the distinctions of ``the elders who need both medical treatment and care``, ``the elders who need only medical treatment``, and ``the elders who need care, but occasionally need for health service`` at the assessment level. Second, it is necessary to provide different coordination services by people who have different needs at the utilization level. Finally, it is last stage to figure each step``s feedbacks out and effort to advance at evaluation and improvement level.
